John Jay (December 23, 1745 – May 17, 1829) was an American statesman, diplomat, and a Founding Father of the United States. He served as the first chief justice of the United States from 1789 to 1795 and as the governor of New York from 1795 to 1801. Jay played a significant role in directing U.S. foreign policy in the 1780s and was an influential leader of the Federalist Party after the ratification of the U.S. Constitution in 1788. Born into a wealthy family of merchants and government officials of French Huguenot and Dutch descent in New York City, he became a lawyer and was actively involved in organizing American opposition to British policies prior to the Revolution. Jay was elected to the First and Second Continental Congresses, signing the Continental Association and serving as its president. From 1779 to 1782, he served as ambassador to Spain, securing financial aid for the United States, and was a key negotiator of the Treaty of Paris, which recognized American independence. He also served as Secretary of Foreign Affairs under the Articles of Confederation and as the interim Secretary of State. A proponent of strong government, Jay supported the ratification of the Constitution and co-authored The Federalist Papers. During his tenure as chief justice, his court had a limited workload, but he negotiated the contentious Jay Treaty with Britain in 1794. Although he received electoral votes in early presidential elections, he did not pursue the presidency. As governor, he passed legislation for gradual emancipation and, after declining an additional term as chief justice, retired to his farm in Westchester County.
