About Scott
Scott Joseph Kelly, born on February 21, 1964, is an American engineer, retired astronaut, and naval aviator. He participated in four space flights, including serving as the commander of the International Space Station during Expeditions 26, 45, and 46. Kelly's first spaceflight was as the pilot of Space Shuttle Discovery on STS-103 in December 1999, which was a servicing mission to the Hubble Space Telescope lasting just under eight days. His second spaceflight was as mission commander of STS-118, a 12-day mission to the International Space Station in August 2007. Kelly's third spaceflight involved his role as a crewmember on Expedition 25 and 26 aboard the ISS, where he arrived on Soyuz TMA-01M on October 9, 2010, serving as a flight engineer before taking command of the station on November 25, 2010. He remained on the station until March 16, 2011. In November 2012, Kelly and Russian cosmonaut Mikhail Kornienko were selected for a year-long mission to the ISS, which commenced with their launch on Soyuz TMA-16M on March 27, 2015. They spent approximately a year aboard the station during Expeditions 43, 44, 45, and 46, and the mission concluded on March 1, 2016. Kelly retired from NASA in April 2016. He has an identical twin brother, Mark Kelly, who is also a retired astronaut and a U.S. senator from Arizona.

Yes, at any time. Upgrades take effect immediately; downgrades apply at the end of the current billing period. Contact support if you need help migrating between plan families.
