Consent Agenda Consent items as follows will be adopted with a single motion, second and vote, unless a request for removal from the Consent Agenda is heard from a Commissioner A. Susan Washburn, Clerk to the Board of Commissioners Request approval of the minutes for Regular Commissioners meetings on June 15, 2026 and July 20, 2026. B. Mandy McGhee, Finance Director 1. Request approval for an increase to the Public Health Department budget in the amount of $20,557 to recognize additional funding received through the AA 117 Public Health Infrastructure Funds. The purpose of the AA 117 Public Health Infrastructure funding is to strengthen the local Public Health workforce and ensure the local Public Health agencies are prepared and capable of responding to the community's health needs. These funds will support workforce development and other resources necessary for the Local Health Department to provide foundational Public Health services and address the needs of the communities it serves. 2. Request approval of an increase to the Library's budget in the amount of $1,000 to accept the IMLS America 250 stipend from Capital Meeting Planning, Inc. for the Library's participation in the IMLS 250 Library Convening: Telling America's Story. 3. Request consideration to appropriate $84,284 of the Bethany Fire District fund balance. Bethany Fire Department requested their remaining fund balance as of June 30, 2026 to be placed into their capital reserve fund. 4. Request approval to increase the Public Health Department budget in the amount of $4,879 for additional Women, Infants, and Children (WIC) Program funding. Purpose: The additional funding is provided through a Special Funding Opportunity for Local Health Departments to address unique local needs. The funds will support the WIC Program's mission of providing nutritious foods, nutrition education, and referrals to health care and other community resources for eligible low-income women, infants, and children during critical periods of growth and development. 5. Request approval of an increase to the Public Health Department budget in the amount of $28,839 for additional State funding received through AA 121 ARPA Temporary Savings Funds. Purpose: These funds will support activities authorized under the General Aid to Counties Agreement and enhance the local Health Department's capacity to deliver essential Public Health services and core functions. The funding will also assist in addressing specific community health needs and health status indicators identified by the local Health Department. 6. Rockingham County is a recipient of Federal funding through the American Rescue Plan Act (ARPA), including Coronavirus State and Local Fiscal Recovery Funds (CSLFRF). As a condition of these awards, the North Carolina Department of Environmental Quality (NCDEQ) requires recipients to adopt and maintain certain compliance policies and procedures. The County has implemented the required ARPA compliance documents. During a recent NCDEQ desk review, NCDEQ staff confirmed the County's overall ARPA compliance and project management practices but requested formal adoption of an Internal Control Policy specific to ARPA/CSLFRF awards. The proposed Internal Control Policy is based on the model policy recommended by the UNC School of Government and NCDEQ. The policy formalizes the County's existing internal control framework, which is designed to provide reasonable assurance that public funds are managed in accordance with applicable federal and state requirements. The policy addresses key internal control components, including governance and oversight, communication, risk assessment, segregation of duties, written policies and procedures, documentation, financial reporting and timely reconciliations to ensure the proper stewardship of ARPA/CSLFRF funds. 7. Request approval to increase the Department of Social Services (DSS) budget by $43,399 to appropriate Special Children Adoption Incentive Funds received from the North Carolina Department of Health and Human Services (NCDHHS), Division of Social Services. These funds are restricted and may only be used for eligible expenses associated with the Special Children Adoption Program. The State Revenue was received in June 2026 and, because it was received at fiscal year-end, was closed to County Fund Balance. This budget amendment re-appropriates the funds from County Fund Balance for their intended program purpose. C. Justin Thacker, Deputy Finance Director 1. Request approval to increase the fiscal year (FY) 2026 Cooperative Extension budget $3,622 for program revenues earned and not budgeted in FY 2026. The various program revenues are to be used in the same program as earned. 2. Request approval of a new roof project in the amount of $1.35 million for the roof replacement project at Western Rockingham Middle School and authorization to close out the remaining HVAC and roofing projects funded through the associated debt issuance. In order to complete this project, we may have to transfer up to $432,618 dollars in restricted sales tax dollars. Additionally, consideration to approve the updated capital project ordinance. 3. Request consideration to appropriate $5,450 for Veteran's Treatment Court staff training line item. The Veteran's Treatment Court training event was budgeted in FY 2026. D. Board of Commissioners Request approval for the reappointment of Robert B. Citty, III, Captain Eric Hopper and Edward Hunter Perdue. There terms will end July 19, 2029. E. Amanda Crumpler, Purchasing Agent Request consideration for approval of the Resolution declaring the 2005 Chevrolet Suburban as surplus and reallocated to Eden Rescue Squad, 106 Mabel Street, Eden, NC 27288. F. Lance Metzler, County Manager Request consideration for a Resolution to support World Changers returning to Rockingham County July 10-17, 2027 to work and provide renovations on 16-20 homes. G. Todd Hurst, Tax Administrator 1. Request approval of Tax Collection and Reconciliation reports for June including refunds for July 18, 2026 thru July 31, 2026. 2. Request approval of Order directing the Tax Collector to Collect Taxes Charged in the Tax Records and Receipts 2026-2027. H. Tara Muchini, Youth Services Director Request approval to appoint Sheriff Billy Parker to the Rockingham County Juvenile Crime Prevention Council with a term expiring June 30, 2027. 7. Case 2026-12 TA: To consider a Text Amendment to the Unified Development Ordinance to update the Flood Damage Prevention Ordinance to ensure compliance with FEMA regulations. 9. New Business 10.
