Rinse 3/4 cup short-grain rice until water runs clear. Mix 1 lb ground beef, the rice, 1 finely chopped onion, 2 tbsp tomato paste, 1/2 cup each chopped dill and parsley, 1 tsp salt, 1/2 tsp black pepper, and 1/2 tsp allspice(optional) by hand. Line a large pot with the reserved leaves. Lay each leaf shiny-side down, add 1-1.5 tsp filling near the stem, fold the sides in and roll into a ~2.5-inch cylinder; pack seam-side down in a tight spiral (about 30-35 per layer). Whisk 2 cups boiling water, 1 tbsp tomato paste, 3 tbsp oliveoil, and 1 tsp salt; pour over the rolls (weighted with an inverted plate). Bring to a boil, then simmer on medium-low 30 minutes; remove the plate, add 1/4 cup fresh lemon juice, cover, and simmer another 30 minutes, checking that one roll is fully cooked through. Turn off the heat and rest, covered, 20minutes.
