  When Tennessee voters go to the polls during the primaries, they are asked which ballot they want: Republican, Democrat or general. That is the moment they declare their political party, not when they register to vote. Which means, hypothetically, Tennessee voters can declare a different political party during every primary election, should they want to do so.
